Every plan that concerns a territory always starts with the same mistake: it decides where to put things before understanding how the place where they are put is made. The result is well known, and it is written in the premise: works that are born where they are not needed, repeated services ten kilometers away, and neighboring towns that behave as if they were two States.
That's why the plan doesn't start with the works. It starts with two things that cost little and change everything: knowledge, and reorganization.
First knowledge
The first step brings together a team of technicians and politicians who study the territory area by area: the real distances, who lives there, what is produced, what vocations each place has and what it lacks. The plan indicates the University of Salento as the natural interlocutor, because it is the training and research resource already present here, and because a study done from the outside does not know the distances that matter.
It's not a bureaucratic step: it's what decides all the others. Every choice of the subsequent phases, where to create a center, where to concentrate services, where to pass a line, is based on this study. If the study is wrong, the works that follow are also wrong, and the works cost.
Then reorganize
The second step concerns the Unions of Municipalities, which already exist in Puglia. The intuition was right, but they were designed by misreading the geography: municipalities grouped by political proximity rather than actual distance, unions too small to support a service and too large to be reached.
The plan proposes to redo them based on the result of the study, combining three things: distances in kilometers, the total number of inhabitants, and the characteristics of the leading municipality. The indicated measure is between twenty-five thousand and forty thousand inhabitants: below this, it is not possible to support a hospital or a transport line, above this, it becomes distant again.
Done this, the territory has not yet changed by a meter. But for the first time it is known what is there, and who decides. From here on, it is possible to build.
