The first two phases have rearranged the borders and built the centers. They remain useless if a car is still needed to get from one place to another.
It's the point where the plan returns to where it started. The premise told of a tourist who lands in Brindisi and can't reach Salento, and citizens who move between two nearby towns as if crossing a border. Everything that comes before serves to make this phase possible; this phase serves to make everything that comes before true.
Inside every city
The first level is internal: each Union equips itself with public transport suitable for its territory, urban and non-urban, which connects the places built in phase 2. Surface monorail, tram, bus, electric vehicles, shuttle services: the choice depends on the distances and the shape of the place, and doesn't have to be the same everywhere.
The plan adds a condition that is not technical: these services must be entrusted to companies that reside in the Union. A transport network is a decades-long commitment, and becomes stable work for local young people instead of an expense that leaves the territory.
Between one city and another
The second level links the centers together with a railway network that also relies on the existing one, and makes both those who live there and those who come to visit this land self-sufficient. It is also the way to address two issues that the plan openly mentions: pollution, and the victims of Saturday evening.
While waiting for all this to be realized, there is one thing to do immediately, and cannot wait for the other phases: to make provincial roads safe, where accidents are countless, many caused by barriers and trees planted on the edge.
What remains in the end
Once the program is completed, we arrive at the final step of the plan: the provinces, which at that point no longer manage anything that the Unions do not manage better, can be eliminated.
