Phase 1.1: A team of technicians and politicians to analyze the territory

This is the phase that decides all the others. Before choosing where to put a hospital, a school or a transportation line, you need to know what the place where you put them is really like.

The work is done by a team of technicians and administrators, together with the University of Salento: it is the research and training resource that the territory already has, and a study commissioned outside does not know the distances that matter here.

And together with those who have gone away and then returned. This part was not there in 2009: it was proposed by a response that arrived in the forum in 2020, and it is right. Young professionals who have trained outside the region and have chosen to return know two things together: how to work elsewhere and how it works here. They are the only ones who know both. It is a competence that no external study can bring, and which usually remains unused because no one thinks to call them.

What is studied, area by area: the real distances between towns, not those on paper; how many people live there and how they are changing; what is produced there; what vocation each place has, because a seaside resort, an agricultural area and a transit area do not need the same things.

And above all, what is being repeated. Here there are neighboring municipalities whose inhabited centers are a few hundred meters apart, and each maintains its own copy of the same thing: the sports field and the sports hall, the library, the multi-purpose room, the center for the elderly, the ecological island, the craft area, the municipal offices. Even the weekly market and festivals often end on the same days, one against the other.

It's almost never a distraction: it's competition. No administration wants to be the one that «lost» the sports hall, so two towns that could have a good one have two half-empty ones. And the real cost is not building them: it's the two bills, the two maintenance costs, the two management contracts that arrive every year, forever, on budgets that can't handle them. This is the reason why new structures remain closed half of the year.

This is the data that the study must put in black and white, municipality by municipality: not to make a list of waste, but because it is the map of what the Union can do well once and for all.

If this study is wrong, all the works that follow from it are wrong. And the works cost.
